In this article, Joel Kotkin argues that nothing is more basic to the American identity than, whenever feasible, leaving control of daily life to local communities, and, as much as practical, to individuals and families. Effective policy can only be shaped where there exists a “common civic culture” of shared values, something far more evident today on the local than the national level.
